Do Government Departments always go to tender for training? [Lorna Anderson]

Hi Everyone, I wonder if someone out there can enlighten me? I had always assumed that Government Departments had to go to tender for any training courses/workshops, however small. Is this the case or might some departments be able to commission small pieces of work, say 1/2 day to 1 day without going to tender? Thanks Lorna -------------...
